Collection Methods
The Ministry of Tourism and Sports is evaluating two primary methods for collecting this new tax. The first option involves adding the charge directly to incoming airline tickets. Airlines have strongly resisted this approach. They argue their booking systems cannot automatically differentiate between Thai citizens and foreign passengers. This method would force carriers to charge everyone. Thai nationals would then be required to claim refunds later through a dedicated mobile application. All foreign passport holders must complete this digital document upon entering the country. This approach bypasses airlines entirely.
